Hocus-pocus in the 2nd tranche SAP distribution?

IF the money in the second tranche of the Social Amelioration Program (SAP) does not reach the beneficiaries on time, blame the Department of Social Welfare and Development (DSWD) and the Bangko Sentral ng Pilipinas (BSP).

The distribution of the first tranche of SAP was chaotic as it was coursed through local government units whose leaders either skimmed money from beneficiaries or played favorites.

The distribution of the second tranche to be done through private outlets is expected to be easy and honest.

The DSWD and the BSP have awarded the contract to distribute the second tranche to three mobile payments systems — Paymaya, GCash and UnionBank.
Two other leading payment systems, Starpay and USSC, which have many more outlets than the three chosen outlets combined, were left out.

Consider: In Metro Manila, Paymaya has 103 outlets; GCash, 165; and UnionBank, 245—a total of 513 outlets.

On the other hand, Starpay and USSC combined have a total of 1,916 outlets in Metro Manila alone. USSC runs the reputable Western Union.

What made the DSWD and the BSP choose Paymaya, which is owned by Manuel V. Pangilinan; GCash, which is owned by the Ayalas; and Unionbank of the Aboitizes?

Starpay is owned by Dennis Uy while USSC is owned by Jose Xavier Gonzales.
The BSP recommended the three outlets, and the DSWD followed the recommendation.

My sources at the DSWD said, “money changed hands” in the choice of the outlets, either at the BSP or DSWD.

Subordinates of Social Welfare and Development Secretary Rolando Bautista favored Starpay and USSC to distribute the second tranche.

Bautista, however, denied the accusation of bribery in the choice of Paymaya, GCash and UnionBank.

“I am not aware of any money changing hands because it is the BSP who (sic) formulated the matrix for distribution which we intend to adopt because they have the expertise on this. I don’t know yet the content (sic) of the matrix. MoA (memorandum of agreement) was discussed yesterday with reps (representatives) of BSP, FSPs (financial service providers or outlets) and DSWD,” Bautista said in a text message to the office of Sen. Christopher Lawrence “Bong” Go, to whom I referred the complaint by Starpay/USSC.

Here’s the Solomonic solution: Why not include Starpay/USSC in the distribution of SAP cash in Metro Manila?

DSWD and BSP can prove that there was no hocus-pocus in the choice of SAP distribution by also including Starpay/USSC.

The more outlets, the faster the distribution of cash to SAP beneficiaries.

Millions of Filipinos are hungry because they’re out of work as a result of the pandemic.

The suffering masses should be given immediate relief by employing as many private outlets as possible.

I doff my hat to Olongapo City Judge Richard Paradeza for dismissing the sedition charges against Zambales public school teacher Ronnel Mas, who said in his Twitter account that he would pay P50 million to anybody who would assassinate President Rodrigo “Digong” Duterte.

Paradeza showed independence of mind amid the popular clamor for Mas’ head.

I may not be happy with the verdict — netizens should be responsible for posting their opinions on the internet — but I respect Paradeza for his judicious decision.

The judge said Mas’ arrest by National Bureau of Investigation (NBI) agents was illegal, as it was not covered by a warrant.

“A court does not acquire jurisdiction over the person of one who is illegally arrested and/or questions his/her arrest before arraignment,” Paradeza said.

Let Paradeza’s ruling be a lesson to NBI agents and policemen who arrest citizens without a warrant.

I wonder how many judges in the country have their own minds like Paradeza?

The decision of Baguio City prosecutors to file murder cases against three officers and seven cadets of the Philippine Military Academy (PMA) for the hazing death of 4th Class Cadet Darwin Dormitorio last year is commendable but….

The three officers are doctors at the PMA Station Hospital while the seven cadets were Dormitorio’s upperclassmen.

I said commendable “but” because the Baguio prosecutors did not include former PMA superintendent Lt. Gen. Ronnie Evangelista and Brig. Gen. Bartolome Bacarro, PMA commandant.

The National Bureau of Investigation found that Evangelista and Bacarro tried to cover up the hazing of Dormitorio.

In doing so, Evangelista and Bacarro were complicit in the murder of Dormitorio.

If Evangelista and Bacarro had been included in the murder charge sheet, it would have sent a clear message to PMA higher-ups not to condone hazing under their noses.

Oh, well, Evangelista and Bacarro are probably graduates of the PMA. Could it be the reason why they looked the other way in the hazing death of Dormitorio?

They probably also experienced hazing when they were cadets.

Physical hazing is a bestial form of punishment of a cadet for an infraction.

The United States Military Academy at West Point, after which the PMA is patterned, did away with physical hazing — beating up a cadet — a long time ago.

Four policemen in Marikina accosted a DZBB Radio reporter for not asking permission from them when he made a live report of the traffic situation in a busy street in the city on Thursday, June 25.

“Dapat nagpaalam ka sa amin na magla-live coverage (You should ask permission from us to make a live coverage).”

Duh! Why would reporters ask permission from policemen to do a live coverage in a public place?

Well, what can you expect from our birdbrained policemen?

And to think that all our cops are college graduates!

I wonder what the criteria are for accepting candidates for the police service.

Inaresto ngayong araw ng mga otoridad si former senator Jinggoy Estrada dahil paglabag nito sa Enhanced Community Quarantine.

Ayon sa ulat ng GMA News, namimigay umano ito ng relief goods nang arestuhin. Umalma naman si Estrada at sinabing nakasuot umano naman siya ng face maks at personal protective equipment (PPE) habang namimigay ng pagkain.
Magugunita na noong umang bahagi ng Abril ay nagkaroon ng alitan si former senator Estrada at si San Juan City Mayor Francis Zamora. Nagalit kasi ang dating senador nang kausapin ng alkalde ang mga vendors na huwag sumali sa rolling market ni Janella Estrada, anak ni Jinggoy at katunggali ni Zamora noong nakaraang eleksyon.

“Gago (Fool)! Don’t test me, you’re a newbie here… And then you have the gall to ask vendors not to participate in Janella’s rolling store? Have you no compassion? You’re making things difficult,” buwelta ni Jinggoy.

Rumesbak naman si Mayor Zamora sa mga pinagsasabi ng dating mambabatas.
“Why would we join the (Janella’s) rolling store if they would only ask us to peddle their products without making a livelihood out of it?… If they want to help, much better for them to give these products away instead of making things difficult for us impoverished vendors… Don’t take the people of San Juan as stupid with your claims of politicization. Instead, remove the name of the politician plastered on your rolling stores,” banat naman ni Mayor Zamora.

China, Niloko ang Mundo tungkol sa COVID-19, ayon sa West Intel Documents!


Sa 15-pahinang dokumento mula sa mga intelligence agencies ng New Zealand, Australia, Canada, United Kingdom at United States o (Five Eyes intelligence alliance), intensyonal daw na tinago o sinira ng bansang Tsina ang mga ebidensiya patungkol sa coronavirus disease 2019 (covid-19) outbreak bago pa humantong sa pagkamatay ng libo-libong tao sa buong mundo. Inilarawan din ang ginawa ng China na “assault on international transparency”.

Ilan pa sa mga nilalaman ng dokumento ay ang pagpapatahimik (o pagkawala) ng mga doktor sa China na nagsasalita tungkol sa covid-19, pagwasak sa mga ebidensiya sa laboratoryo nito at ang hindi pagbibigay ng live samples ng covid-19 sa mga international scientist para makagawa ng bakuna. Kasama din ang naunang pahayag umano ng China na walang human-to-human transmission ang virus kahit na may ebidensiya na ng human-to-human transmission sa unang bahagi pa lang ng Disyembre 2019.

Nakasaad din sa dokumento ang pag-censor umano ng China sa mga balita na may kaugnayan sa covid-19 sa mga search engines at social media mula noong Disyembre 31. Ipinabura din daw ang mga terminong “SARS variation,” “Wuhan Seafood market” at “Wuhan Unknown Pneumonia.”
Ayon pa sa mga doukmento, moong Enero 3 ay ipinag-utos ng China’s National Health Commission na sirain ang mga virus samples o ilipat sa ibang testing facilities. May direktiba din daw ito na “no-publication order”.

Ang Municipal Health Commission ng Wuhan ay ipinahinto naman ang paglalabas ng daily updates tungkol sa mga naitatalang bagong covid-19 cases noong Enero 5. Muli lang ibinalik ang pagbibigay ng updates matapos ang 13 araw.

“[throughout February], Beijing [pressed] the US [sic], Italy, India, Australia, Southeast Asian neighbours [sic] and others not to protect themselves via travel restrictions, even as [China] impose[d] severe restrictions at home,” sabi pa sa intel dossier.
Magugunita na sinabi ni US President Trump na may nakita siyang ebidensiya na ginawa ang covid-19 sa laboratoryo.

Nagbigay ng matinding banta si Department of Interior and Local Government (DILG) Undersecretary on Barangay Affairs Martin Diño sa mga barangay officials na gumagawa ng kababalaghan. Ayon sa opisyal ng DILG, sisiguraduhin nilang makukulong ang mga magnanakaw na opisyal ng barangay kapag mapapatunayang ninakaw ng mga ito ang pera ng bayan. Sinabi din ni Usec. Diño na nakikipagungayan na sila sa Commission on Audit (COA).

“Mga magnanakaw na kapitan at mga barangay officials, this time kamukha dito kausap ko ang COA , pinag-aaral nila ngayon na pag hindi nakapag-liqudate ang kapitan, within 3 months, diretso sa ombudsman. Lahat! Buong Pilipinas,” sabi ni DILG Usec. Diño.
“Wina-warningan ko na ang lahat ng barangay captain at mga tresurero, umayos kayo. Labas kayo ng labas kayo ng pera ng barangay tapos (walang) liquidation. Ngayon, bubusisiin namin lahat iyan at sisiguraduhin na makukulong kayo ‘pag magnanakaw kayo, hindi lang kayo matatanggal sa pwesto. Pera ng barangay iyan, kaban ng bayan iyan, pinagkatiwalaan kayo, tapos nanakawin niyo ang kaban ng bayan? Dapat maraming development projects na nagagawa sa barangay. pero dahil sa inyong pagkatulisan, harapin niyo ang bagsik ng batas,” dagdag pa ni DILG Usec. Diño.

Magugunita na noong Marso ay nakarating sa kaalaman ng DILG ang impormasyon na may ilang barangay captain na namimili ng mga residente na bibigyan ng quarantine pass o food assistance. Kaya hinikayat ng kalihim ng DILG na si Eduardo Año ang publiko na isumbong sa kanila ang mga nasabing kapitan para mabigyan ang mga ito ng leksyon.
“‘Yang ang tinatawag nating mga epal na mga barangay captain. I-report niyo sa amin anong pangalan, anong barangay at aaksyunan natin iyan… Hindi rin requirement ang voter’s ID para bigyan ka ng quarantine pass o bigyan ka ng food assistance. Malayo pa ang eleksyon but what you’re doing now will be the basis of the people wheter you’ll be elected o not in the next election,” sabi ni DILG Secretary Año.
Narito po ang mga numero kung gusto niyong magsumbong sa DILG.

Base sa ulat ng Daily Mail, tumaas muli ang bilang ng coronavirus disease 2019 (covid-19) infections sa Germany matapos luwagan ng nasabing bansa ang kanilang lockdown kontra covid-19.

May naiulat na 1,304 na bagong kaso ng covid-19 nito lamang Miyekules, mas mataas kaysa sa 1,144 na naitala noong Martes at 1,018 noong Lunes, ito ay matapos payagan ang mga non-essential businesses na magbalik operasyon.
Tumaas sa 1.0 ang coronavirus reproduction rate (R) nitong Lunes, ibig sabihin ang bawat isang tao na may covid-19 ay maaring makahawa ng isa pang tao. Magugunita na bumababa na ang coronavirus reproduction rate sa 0.7.

“Germany could have to re-impose tough lockdown measures after the infection rate increased when restrictions were eased,” ayon sa ulat ng Daily Mail.
Ang Germany ay nagsasagawa na ng 900,000 covid-19 testing kada linggo. Plano din na paigtingin ang testing sa mga health workers.

“Today, we have a theoretically possible capacity of almost 900,000 tests (per week) in Germany already, as long as the materials for these tests are available,” pahayag ni Health Minister Jens Spahn.
