"P3 BILLION Per Year" PLDT at Globe, Financer ng NPA ayon sa Artikulo ng Ex-Ambassador noong 2018

Sa kanyang public address nito lamang ika-24 ng Abril, hindi pinalampas ni Pangulong Rodrigo Roa Duterte ang kabalbalan na pinaggagagawa ng mga rebeldeng komunista na New People’s Army (NPA). Kamakailan kasi ay nagsunod-sunod ang ulat patungkol sa pananamantala ng mga rebelde sa covid-19 relief effort ng gobyerno. Kundi nila ninanakaw ang mga ayuda ay pinapatay nila ang mga sundalo nakikibahagi sa pagtulong. Kaya nagbanta si Pangulong Duterte ng martial law.

“I never said “I will declare martial law” kasi ‘yung martial law ho para lang ‘yan sa mga rebelde, para sa mga komunista. Now let me be very clear on this, if itong lawlessness which was imposed on us by the NPAs for the longest time, 53 years — maski saang probinsya may NPA.
Kanina o kahapon, dalawang army nag-escort para i-deliver ang supply sa mga tao pati pera pinatay ninyo. If that is not lawlessness, what is that? Tell me.

… Kaya I am now warning everybody and putting notice sa Armed Forces pati police, I might declare martial law and there will be no turning back,” banta ni Pangulong Duterte.
Ibinunyag din ni Pangulong Duterte na may mga malalaking negosyo sa ating bansa na nagbibigay ng pera sa mga rebeldeng komunista.
“Pati kayong mga legal magtago na kayo. Huwag ninyong sabihin p****** i** na wala kayong… You know, you’re a b***s***, you’re the legal fronts. Sa inyo kumukuha kayo ng pera. Ang mga negosyo dito na malalaki sa Pilipinas, nagdedeposito ng pera ‘yan sa bangko, sa account ninyo. Kinukuha ninyo ‘yan. Iyan ang totoo diyan kaya nabubuhay ‘yang NPA. Pati pa ‘yung extortion niyo doon sa labas,” ani Pangulong Duterte.


Mapapansin na hindi pinangalanan ni Pangulong Duterte kung anong mga malalaking negosyo ang nagbibigay ng pera sa NPA pero sa artikulo ni dating ambassador Rigoberto Tiglao, sinabi nito na ang PLDT-Smart at Globe Telecom ang pinakamalaking pinagkukunan ng pera ng NPA. Ang halaga daw na ibinibigay ng mga telco sa mga rebelde ay aabot ng P3 bilyon.

“THE country’s telecommunications duopoly, consisting of PLDT-Smart and Globe Telecom, has become the biggest single source of financing for the Communist Party and its terrorist group, the New People’s Army, sources at the highest levels of government disclosed… The telcos have calculated that it is cheaper to pay the NPA than hire heavily armed private security guards, who have proven again and again to be so quick to surrender to communist terrorists. “The NPA in many instances, didn’t even have to fight the security guards,” a source said. “The NPA simply tells them they will attack the site, and the security guards abandon their posts. Why shouldn’t they?”… The source estimated that based on reports on the ground on the actual payments, the two telcos may have been giving as much as P3 billion yearly to the CPP-NPA, a huge part of which are received directly by their top leaders,” sabi sa artikulo ni Tiglao sa Manila Times.

Sa isang pag-aaral ng Philippine Institute of Development Studies (PIDS) na may pamagat na “Armed Conflict in Bicol: The Price Does Not Come Cheap”, sinabi na mas nakakatipid daw kung babayaran na lang ng mga telcos ang mga rebelde kaysa maperwisyo dahil sa ginagawang pambobomba ng mga NPA sa cell towers.

“Although most people perceive the system as plain and simple extortion, many business owners give in to the demands of the NPAs for fear of harassment and stoppage of their business operation. For civil works, the range of revolutionary
tax imposed is anywhere between 5 and
10 percent of the project cost regardless of the nature of the project. A civil engineer key informant puts the estimated cost of the revolutionary tax at P110,000 for a project cost of P1 million for the building of a one kilometer road.
Recent attacks on the cell sites of the three biggest telecom companies in the country (Globe, Smart, and RCPI/Bayantel), which took place in five separate incidents in 2002-2003, are believed to be a result of their inability to meet the tax demand of the rebel groups. They reportedly demand from P50,000 to P200,000 as yearly tax per site, and as much as P500,000 for a newly set up cell site.

An informant puts the approximate cost of damage from the bombing of the cell sites from P1 to P2 million per cell site if only the base is destroyed; if the entire cell site is destroyed, the
cost of rebuilding it may be anywhere between P10 and P20 million. Smart and Globe are said to be two of the biggest sources of revolutionary tax of the NPAs in Bicol,”
