A police officer from Parañaque City was caught on video shooting to death a mother and son in Paniqui, Tarlac.
The fatalities were identified as Sonia Rufino, 52, and Frank Anthony Rufino, 25.
The police officer was identified as Jonel Nuesca.
Before the shooting, Nuesca and the victims had an altercation regarding right of way.
Sonia was seen in the video circulating in social media hugging her son Frank Anthony in an attempt to stop the latter from facing Nuesca.
However, Nuezca then drew his gun and shot the victims twice each in the head.
The suspect has already surrendered to fellow police officers in Rosales, Pangasinan.
He was brought to Paniqui, Tarlac.
Nuezca is assigned to Parañaque City crime laboratory but goes home to Paniqui, Tarlac.
According to Police Lieutenant Colonel Noriel Rombaoa, chief of Paniqui Police Station, double murder charges will be filed against the suspect.
Nuezca was remorseful, Rombaoa said.
"Ayaw po muna niyang makipag-usap. Sabi niya ay sa korte na lang daw po. Nagsisi siya doon sa nagawa niyang pamamaril," he said.
Rombaoa said based on initial investigation, the altercation was sparked by an explosion of a PVC cannon or "boga".
"According to witness na na-interview natin, 'yung initial na info na nakuha natin is may nagpaputok ng boga, kung alam niyo 'yung PVC na during New Year pinapaputok," he said.
"Magkapitbahay lang sila. Narinig ng pulis. Nagpunta siya sa bahay ng biktima at nagkaroon sila ng pagtatalo," Rombaoa added.
"Then naungkat 'yung matagal nilang alitan tungkol sa right of way. Doon nagsimula ang pagtatalo nila na umabot na sa pamamaril ng ating suspek," he said.
The suspect then fled using his motorcycle but surrendered to Rosales police after a few hours, according to Central Luzon police chief Police Brigadier General Valeriano De Leon.
Rombaoa said they are currently getting all the witnesses' affidavits.
"Pine-prepare na namin ang pagsasampa sa kanya ng double murder. Meron pa po kaming ibang kinukunan ng salaysay, 'yung mga witness, para makumpleto ang pagsampa ng kaso," he said.
Rombaoa said he advised the family to be calm since the suspect is already under police custody.
"'Yun pong pamilya, nakausap ko kagabi. Pupunta sila dito sa police station. Then sinabihan ko na lang sila na nasa custody na natin ang suspek," he said.
"Sinabihan kong 'Maging mahinahon na lang kayo.' Gagawin naman namin lahat ng makakaya namin para mabigyan ng justice 'yung kapamilya niya. Naging mahinahon naman po sila," Romaboa said.
He added that they already informed the suspect's mother unit in Parañaque City.
Romaboa said since the crime happened in Tarlac, they have jurisdiction over the case.
De Leon said the suspect will face both administrative and criminal charges.
