Duterte’s administration satisfaction rating up in Q4 – SWS

The Duterte administration’s net satisfaction rating rose to “excellent” +73 in the last quarter of 2019, according to the latest survey of the Social Weather Stations (SWS).

Eighty-one percent of adult Filipinos said they were satisfied with the administration against only seven percent who said otherwise, resulting in a net satisfaction score of +73, classified by the SWS as excellent. The remaining 12 percent of Filipinos were “neither satisfied nor dissatisfied” with the government of President Duterte, the SWS said. The survey was taken from Dec. 13 to 16, 2019, using face-to-face interviews of 1,200 adults, 18 years old and above, nationwide.

Malacañang welcomed the survey results, with presidential spokesman Salvador Panelo noting that the high satisfaction ratings are “consistent with how the people receive the President.” “Excellent! That’s my reaction,” Panelo said yesterday. “The President has been very transparent and he’s been very decisive. He only has the public in mind to provide comfortable life… and create an atmosphere of peace and progress for this country, regardless of the criticisms, the hurt coming from them, he doesn’t care.” Panelo added that the survey results are “a clear indication that a great majority of Filipinos believe that this transparent and responsive government, under the stewardship of President Duterte, is performing an exceptional job.”

For Secretary Martin Andanar of the Presidential Communications Operations Office, the poll negates all attempts to bring down the Duterte government.  “It is a hard blow not only to the critics of this administration, but also to those who doubt the sincerity of this administration’s promise to all Filipinos of collective development,” Andanar said, noting that the SWS survey result “is an evident testament to the Duterte administration’s policies and reforms that no one will be left behind in the continuous growth and progress of the Philippines.” According to SWS, the government garnered excellent ratings across all geographical areas and socio-economic classes, except for class ABC in the fourth quarter of 2019.

By area, the administration’s net satisfaction rating improved to an excellent +72 in balance Luzon in December 2019 from the very good +63 rating in September 2019. It also rose to +80 in the Visayas from +70, which were both classified as excellent. In the President’s home region Mindanao, it stayed excellent, although up slightly from +70 in September to +72 in December.

The ratings remained excellent in Metro Manila, up slightly from +71 in September to +72 in December. Rural net satisfaction rating rose from very good +67 to excellent +74, while urban net satisfaction also increased from very good +67 to excellent +73. Net satisfaction with the administration improved among the class D or “masa” from very good +66 in September 2019 to an excellent +74 in December 2019.

In December 2019, the administration’s net satisfaction score was six points above its “very good” +67 in September 2019 and matched its June 2019 rating.

It also rose from very good to excellent in class E, from +68 in September to +74 in December. However, it fell from excellent +78 to very good +68 in class ABC. “Compared to September 2019, net satisfaction with the national administration rose from very good to excellent for the rest of the basic demographics, except among 45-54 year olds where it stayed very good, and among high school graduates where it stayed excellent,” the SWS said.

Meanwhile, out of 16 key issues where the administration was rated, it received very good scores in seven subjects, good in six and moderate in three.

The SWS’s latest “Governance Report Card” showed the administration received net satisfaction rating of very good on: helping the poor (+64), fighting terrorism (+61), providing information needed by the citizens to properly examine what the government is doing (+58), having clear policies (+56), developing a healthy economy (+53), reconciling with Muslim rebels (+51) and protecting the freedom of the press (+50). It was good on: fighting crimes (+49), reconciling with communist rebels (+48), foreign relations (+47), acting according to what the people want (+45), defending Philippine sovereignty in the West Philippine Sea (+32) and eradicating graft and corruption (+31).

 It obtained moderate scores on ensuring that no family will ever be hungry (+29), recovering “hidden wealth” stolen by Marcos and his cronies (+25) and fighting inflation (+12). Compared to September 2019, the national administration’s net rating rose from very good to excellent on fighting terrorism, +49 to +61; developing a healthy economy, from +48 to +53; reconciling with Muslim rebels, from +40 to +51 and protecting the freedom of the press, up slightly from +47 to +50, SWS said.

It stayed very good in helping the poor, up slightly from +62 to +64, providing information needed by the citizens to properly examine what the government is doing, from +54 to +58, and having clear policies, +53 to +56. It also remained good in reconciling with communist rebels, +38 to +48; foreign relations, +39 to +47; fighting crimes, +43 to +49; defending Philippine sovereignty in the West Philippine Sea, up slightly from +30 to +32; acting according to what the people want, +44 to +45 and eradicating graft and corruption, down slightly from +32 to +31.

It rose from neutral to moderate in fighting inflation, from +5 to +12. It stayed moderate on ensuring that no family will ever be hungry, up slightly from +28 to +29.

However, it fell from good to moderate in recovering the “hidden wealth” stolen by Marcos and his cronies, down from +30 to +25.

The survey has sampling error margins of plus or minus three percentage points for national percentages, and plus or minus six percentage points each for Metro Manila, balance Luzon, the Visayas and Mindanao.
