Drilon, Naghain ng Panukalang Batas na "Non-Expiration of Franchise" habang Nakabinbin ang Renewal sa Kongreso!

Sa gitna ng kapalarang sinapit ng prangkisa ng media giant na ABS-CBN sa kamay ng National Telecommunication Commission (NTC), naghain si Senate Minority Leader Franklin Drilon ng panukalang batas para mabigyan ng non-expiration of franchise ang mga kumpanyang may nakabinbin na renewal sa kongreso.

Ang senate bill no. 1530 ay inihain ni Drilon nitong Miyerkules.

“While it is recognized that a franchise, license or certificate is not a privilege, this rule must be tempered with considerations of equity, fairness, due process, and equal protection, particularly when the service being provided has been so woven into everyday life, that its abrupt cessation could give rise to devastating consequences… We should prevent similar incidents from happening again in the future. We cannot afford to wake up one day without water, electricity or public transportation, only because an agency, a department or a branch of government failed to act on the renewal before the lapse of the license or franchise” sabi sa explanatory note ng panukalang batas.

Noong ika-5 ng Mayo ay nagbigay ng direktiba ang NTC sa ABS-CBN na tumigil sa pag-ere dahil sa pasong prangkisa.
Magugunita na noong Pebrero ay nagbigay ng opinyon si Former Chief Justice Reynato Puno tungkol sa suliranin ng Kapamilya network.

“They (ABS-CBN) cannot (operate) because of that decision by the Supreme Court and the laws we have, particularly R.A. 7925,” sabi ni Puno.
Iba naman ang naging opinyon ni Drilon ukol sa isyu ng ABS-CBN.
“By their interpretation, we put at risk the livelihood of 11,000 employees and the future of their families, without giving an opportunity for a rational discussion… Laws and rules should be interpreted and applied not in a vacuum or in isolated abstraction but in light of surrounding circumstances and attendant facts in order to afford justice to all,” boladas ni Drilon.
