“The prudent recourse is to raise the constitutional issues before the SC,” boladas ni Pangilinan.

“Three years kaming nag-hearings at debate then pinasa on third reading tapos saka sila kokontra.

“Not only is such advocacy a falsehood, it is cerebrally challenged. The critique against the anti-terrorism bill is not only biased, lacking in intellectual insight and oblivious of the monstrosity and the grave infinitesimal consequnces the terrorism has brought to the world,” banat ni Panelo.

“What these detractors, mostly Reds and their allies, have done is to pick some provisions and add their own interpretations to scare people. People need not fear. The proposed law has safeguards of civil liberties and sanctions to law enforcement agencies… This bill was deliberated lengthily by both Houses and all sectors were invited as resource persons during these deliberations. All sides were heard… My comment on those opposing this measure is that their opposition is baseless as there are sufficient provisions protecting people’s rights and there are penalties and punishments for law enforcers caught abusing the law. Our people have nothing to fear,” ani Lorenzana.

“Provided that terrorism, as defined by this Section, SHALL NOT INCLUDE advocacy, protest, dissent, stoppage of work, industrial or mass action, and other similar exercises of civil and political rights, which are not intended to cause death or serious physical harm to a person, to endanger a person’s life, or to create a serious risk to public safety.”
